The Self-build and Custom Housebuilding Act 2015 places a duty on the council to keep a register of individuals and community groups, who have expressed an interest in acquiring ‘serviced land' to bring forward self-build and custom-build housing projects.
This register will help inform the council of the level of demand for self-build and custom build plots in Hertsmere Borough and eventually enable the council to develop a strategy for matching people to plots in their area.
There is no commitment to build when you join the register and equally there is no commitment from the council to provide self-build or custom build plots.
‘Self-build' and 'custom-build' housing may be commissioned and/or built by an individual or by a group of individuals for their own use, either by building the home on their own or working with builders and contractors.
The amount of personal involvement in the building process will vary. Self-builders will physically build all or part of a home themselves. For custom-build, a developer will seek a number of self-build clients and build their homes to their specification under a contract.
'Serviced land' is land which has access to a public highway and connections for electricity, water and waste water.
To be eligible to go on the register you must be:
- aged 18 or over
- a British citizen, a national of an EEA state other than the United Kingdom or a national of Switzerland
- seeking (either alone or with others) to acquire a serviced plot of land for your own self-build or custom housebuilding
- able to pay a registration fee to Hertsmere Borough Council as detailed below
In accordance with the Self-build and Custom Housebuilding (Register) Regulations 2016, the register must contain the following information:
- For an individual – name and address
- For an association or group – name and address of the association; name and address of the lead contact for the association (if different); and the number of serviced plots in Hertsmere that the association is seeking to acquire.
The information on the register may be updated at any time.

At this stage you are not making any commitment to self or custom-build as we are just trying to establish the level of demand. Registration does not guarantee that a suitable plot will be identified, or become available.
By registering your details, you are agreeing that we can use the data you provide to understand the demand for custom-build and self-build housing in Hertsmere. The register itself will not be a public document, but the Government guidance encourages councils to publish headline data from it as part of the Authority Monitoring Report (AMR).
In preparing this register, we are making no commitment to provide self-build or custom-build plots.

The Council provides Central Government with an annual return on summarised information contained within the register. An overview of information per register period is detailed below. This table also includes information on planning permission granted per period. Further information will be published in the Council’s Authority Monitoring Report.

We will remove your details from the register within 28 days of receiving a written notification from either an individual or lead contact of an association.
Registration lasts for 3 years from the date at which the application is approved onto the register. A renewal notice will be issued from the Council towards the end of the 3 year registry period. Deregistration will not take place until at least 6 weeks from issue of the renewal e-mail.
